In the year 1907 there were only 240 plague

cases recorded. The absence of anti-flea measures in washing out houses where plague rats have been found has no apparent effect. It may be that the cases would have been still less if more rat

infected houses had been washed out.

Only 16 rats were declared to be plague infected in the City of Victoria during the whole year out of

25,265 collected.

The figures point to there being a very small epizootic during this year. General cleansing was carried

out in the winter of 1906 1907 and through 1907.

Coming now to the year 1908 it is notice-

-able that there are some noteworthy differences between this

year and previous years.

In the first place owing to the giving up

of the rat catching staff the number of rats collected has

been only 5,722 to the end of June. (Excepting the year 1906 the number collected had been going up since 1904). Only 31 rats

have been returned as infected. Anti-flea measures following

the discovery of rat-infected houses have therefore been

negligable when compared with previous years.

Secondly if it is correct that in 1907

there was a very slight epizootic there would be a much larger

number of non-immune rata living at the beginning of this year's

plague season than there would have been if last year's

epizootic had been severe.

That there has been a severe epizootic this

year in spite of the few number of infected rats reported from

the Public Mortuary is very probable. Certainly dead rats in the

streets has been a more frequent sight this year than any other

year I remember. Before the rat catching staff was abolished

such rats would be collected by the rat catching coolies and

sent for examination. This year they must have been practically

all swept up by the scavengers.
